Oh, he's clearly not well mentally, and he has undergone psychiatric assessments. But he didn't meet the legal threshold to be deemed unfit or not criminally responsible. Those are high bars to meet. Mental illness is common among criminal defendants, but it's rare someone is so unwell that they end up in a psychiatric institution for treatment rather than going through the usual processes in criminal court.
