Ridgewood is the closest (in Saint John) but it has a VERY long waiting list. Mr. Paul would have completed any jail term and likely any probation period long before he would get in. The "system" is not going to cover the costs of transport and supervision to any of the few facilities that "may" be able to treat him while he is incarcerated.

There are programs in federal prisons, but little offered in provincial jails.

4 and a half years would put him in federal prison though. Anything two years and over.

Not in "Jail"... you need to go to prison (federal) for programs.

I thought you go to prison for terms longer than 1 year but I could be wrong

No, two years is the point that separates provincial jail time and federal prison time.
