Invitation/counselling to sexual touching is a unique situation, in that the Crown has to prove beyond a reasonable doubt that the defendant asked for/arranged for the minor to touch him sexually. It's not alleged he touched her sexually at all.
Whether she was 14 or 15. She is still underage. And he is an adult. I don't understand why this is confusing.
