Police release suspects on undertakings ALL the time. They do have that discretion. In cases when they think someone should be held, then they confer with a prosecutor and have to get the person before a judge (either in person or over the phone) within 24 hours to be formally remanded.
The Liberal government pushed through numerous changes several years ago, Bill C 75 in 2019.
Police are obligated to both follow a 'principle of restraint' and 'release on the first opportunity on the least onerus conditions'. To achieve that, police were authorized further conditions through the same legislation that they can impose on an accused with an Undertaking, and are expected to exercise those powers rather than remanding before the courts.
Promise to Appears went the way of the dodo over four years ago, and the system 'modernization' is designed to push the accused back into the public, inexplicably even when there's a history of breaching conditions over and over.
We're stuck with catch and release as long as the current government remains.
I love our gun laws in Canada. If you don't hunt then the average person doesn't need to carry. I never want to be like the USA. Stay safe

Bear in mind this suspect wasn't released by the courts. The police released him on conditions and a promise to appear in court later.
Also, provincial court judges are appointed by the province. King's Bench and Court of Appeal judges are appointed by Ottawa.
Since when does the RCMP have the authority to release a person. How would they know the court date to appear? This makes 0 sense!

The judicial system in Canada is so screwed up, along with Its gun laws. No wonder people don't feel safe.
