Hillary Sabattis, 44, of Kingsclear Avenue, appeared in Fredericton provincial court Tuesday to face three charges: two under the New Brunswick SPCA Act of failing to provide a dog with adequate medical attention and obstructing NB SPCA animal-protection officer Victoria McConnell in the execution of her duties, as well as a criminal count of neglected the same dog, all from Aug. 30.
