Robert Jess Foster, 56, of no fixed address, was scheduled to make his first appearance in Fredericton provincial court Tuesday morning to answer to June 10 charges of committing an indecent act by exposing his genitals with the intent to offend others and of breaching an October 2024 probation order requiring him to be of good behaviour.
